API endpoint to get the balance details for a cash account

Return zero balances for all allowed, inactive currencies on the account. Actual balances will be returned for active currencies.

Balance will be returned for the currencies listed here. If empty, balance for all applicable currencies will be returned. In the reference data endpoint 'currencies' a user can get the full list of available values.
